HEC attestation in person in Islamabad takes around two to three weeks; the online route can stretch to six weeks. Add 35 WES business days for the evaluation itself, plus the time your university takes to issue a sealed transcript. Budget ten to fourteen weeks total. For nursing, NNAS (National Nursing Assessment Service) is the accepted credential service for all provincial nursing colleges; start this before any visa application as the NNAS Advisory Report drives provincial registration. IELTS General Training or CELPIP-G is required regardless of English-medium education: IRCC does not grant an exemption for Pakistani passport holders. The relevant skills assessment body depends on occupation: ACS for ICT roles (HEC attestation of transcripts required; standard processing is four to six weeks); Engineers Australia for engineering (Pakistan is a Washington Accord full signatory since 2017, but most programmes require the CDR pathway rather than the expedited accord route, so verify your specific programme against the IEA checker before applying); VETASSESS for the broader professional list (HEC-verified copies are no longer required at initial submission as of August 2023, though an assessor may still request them). For Pakistani applicants: IELTS 6.5 in each band is a hard floor for SMC residence. There is no progressive scaling: you either clear 6.5 in every section or the application fails on English. NZQA International Qualification Assessment (standard processing 20 working days) is the recommended route for SMC qualification points; Pakistani BSc, BEng, and MBBS qualifications from HEC-recognised universities evaluate cleanly. For nursing: NCNZ registration requires credential verification through CGFNS, followed by an online theory examination and a two-day orientation plus clinical OSCE; most internationally trained nurses complete registration in six to nine months. Budget ten to fourteen weeks for the full WES chain, and start it in parallel with other preparation steps rather than sequentially.

  • My degree is from a PEC-accredited university. Does the Washington Accord mean Engineers Australia accepts it automatically?

    Not automatically, and this is a common misunderstanding. Pakistan became a full Washington Accord signatory in 2017, which means PEC-accredited programmes have the potential for expedited assessment, but only if your specific programme and graduation year are confirmed through the International Engineering Alliance (IEA) checker tool. Most Pakistani engineering graduates still proceed through the Competency Demonstration Report (CDR) pathway at Engineers Australia, which assesses your knowledge, skills, and competency against Engineers Australia's standards. Check the IEA checker first. If your programme qualifies, the assessment is faster; if not, the CDR pathway applies and standard processing is around 15 weeks.   • Will my English-medium Pakistani university education exempt me from IELTS?

    No. Despite English being an official language in Pakistan and many universities delivering instruction in English, none of Australia, Canada, or New Zealand grants Pakistani passport holders an automatic English-test exemption for visa purposes. DHA (Australia), IRCC (Canada), and Immigration NZ all require a current result from an accepted test: IELTS (Academic or General Training depending on the stream), PTE Academic, OET (for healthcare), TOEFL iBT, or CELPIP.
