Pakistan · Skilled migration

Skilled migration from Pakistan, sized up.

Pakistani professionals are among the fastest-growing skilled-migration cohorts to Australia, Canada, and New Zealand, with particular depth in engineering, IT, medicine, nursing, and accounting. The structural advantages are real: a large pool of English-medium university graduates, internationally portable engineering credentials through the Pakistan Engineering Council's Washington Accord signatory status, and well-established diaspora communities in Toronto, Sydney, Calgary, and Melbourne that materially ease resettlement. The friction is administrative rather than structural: HEC attestation for credential assessments, province-specific nursing and medical registration timelines, and English test scores that visa rules require regardless of English-medium schooling. Starting those steps early sets the timeline.

Why this matters

Why Pakistani professionals look elsewhere in 2026

Currency devaluation and salary purchasing power

Pakistan's rupee lost significant purchasing power across 2021 to 2024 as cumulative inflation peaked above 29%. Nominal wage growth has not kept pace: the average monthly wage reached PKR 39,042 in 2024-25, but real purchasing power has remained nearly flat versus five years prior. AUD, CAD, and NZD-denominated salaries at equivalent career levels represent a step-change that domestic salary increments cannot match.

Career ceiling outside government and multinationals

Outside the federal civil service, defence-adjacent sectors, and a handful of large private firms in Karachi, Lahore, and Islamabad, mid-career progression for engineers, IT specialists, and finance professionals is constrained by limited senior-role availability and the concentration of growth in a narrow band of industries. Destination-country labour markets offer materially broader career paths at the same experience level.

Healthcare access and children's education

Medicare in Australia, provincial health insurance in Canada, and New Zealand's public-health system provide sustained coverage without out-of-pocket costs at the point of care. Public-school provision for permanent residents' children and post-secondary domestic tuition rates are similarly below the cost of comparable private schooling in Pakistan's major cities.

Political uncertainty and governance constraints

Pakistan received its 25th IMF programme in 2024, and sustained structural reforms to broaden the tax base and reduce government deficit spending remain incomplete. Successive contentious elections have produced fragile coalition governments. Combined with an uptick in security incidents in Khyber Pakhtunkhwa and Balochistan from 2023, these factors weigh particularly on professionals with young families considering long-term planning.

Destinations

Three countries, one decision.

All three accept skilled migrants from Pakistan. The right choice depends on your occupation, family, and cost-of-living tolerance — not on which has the lowest points threshold.

Canada

CA

Largest Pakistani skilled-migration destination, with the GTA's Pakistani community reaching over 300,000 by the 2021 census. Express Entry STEM category draws and active PNP streams in Ontario, Saskatchewan, and Manitoba create consistent invitation rounds.

Pathways

  • ·Express Entry FSW: primary route for Pakistani engineers, IT specialists, and finance professionals; STEM category draws from 2023 onward offer targeted invitations
  • ·Provincial Nominee (PNP): Saskatchewan and Manitoba have active streams for skilled workers; +600 CRS from a PNP nomination effectively guarantees an Invitation to Apply
  • ·Atlantic Immigration Program: employer-driven PR for applicants with a job offer in Nova Scotia, New Brunswick, PEI, or Newfoundland
  • ·Express Entry CEC: for those with 12+ months of Canadian skilled work experience, common after study-permit or work-permit routes

For Pakistani applicants: Pakistani university transcripts evaluate through WES, but the process involves an extra step: HEC-recognised institution graduates are directed by WES to send documents via HEC's official dispatch service, which handles attestation before forwarding to WES. HEC attestation in person in Islamabad takes around two to three weeks; the online route can stretch to six weeks. Add 35 WES business days for the evaluation itself, plus the time your university takes to issue a sealed transcript. Budget ten to fourteen weeks total. For nursing, NNAS (National Nursing Assessment Service) is the accepted credential service for all provincial nursing colleges; start this before any visa application as the NNAS Advisory Report drives provincial registration. IELTS General Training or CELPIP-G is required regardless of English-medium education: IRCC does not grant an exemption for Pakistani passport holders. Provincial police certificates are issued by the relevant Senior Superintendent of Police office; Punjab applicants can use the Police Khidmat Markaz facilitation offices in all 36 districts.

Australia

AU

Second-largest destination, with an established community concentrated in Western Sydney. Strong representation in engineering and IT; growing healthcare cohort. Auburn and Lakemba are the established community hubs.

Pathways

  • ·Subclass 189: points-tested independent PR; the main route for Pakistani IT, engineering, and finance professionals with Proficient English
  • ·Subclass 190: state-nominated PR (+5 points); NSW, VIC, and WA occupation lists regularly include engineering and IT roles
  • ·Subclass 491: regional 5-year visa (+15 points); strong pathway to PR via Subclass 191 for healthcare and trades in regional WA, SA, and Queensland
  • ·Subclass 482: employer-sponsored work visa; the typical entry path for Pakistani nurses and doctors recruited by Australian hospitals or clinics

For Pakistani applicants: IELTS or PTE Academic is required for the visa regardless of English-medium schooling: DHA does not exempt Pakistani passport holders. Competent English (IELTS 6.0 each band) meets the minimum threshold; Proficient (7.0) earns 10 bonus points; Superior (8.0) earns 20. The relevant skills assessment body depends on occupation: ACS for ICT roles (HEC attestation of transcripts required; standard processing is four to six weeks); Engineers Australia for engineering (Pakistan is a Washington Accord full signatory since 2017, but most programmes require the CDR pathway rather than the expedited accord route, so verify your specific programme against the IEA checker before applying); VETASSESS for the broader professional list (HEC-verified copies are no longer required at initial submission as of August 2023, though an assessor may still request them). For nursing: ANMAC skills assessment plus AHPRA registration; English requirement is IELTS Academic 7.0 in each band (Writing reduced to 6.5 as of April 2025). For doctors: AMC MCQ exam followed by the AMC Clinical (OSCE) exam; the MCQ can be sat at Pearson VUE centres in Lahore, Karachi, and Islamabad. Police clearance: provincial Police Character Certificates are the accepted document; a MOFA attestation is typically required for immigration purposes.

New Zealand

NZ

Smaller economy but fast-track pathways for Green List occupations, including registered nurses (Tier 1 Straight-to-Residence) and most engineering roles. Lower cost of living than Sydney or Toronto at similar salary levels.

Pathways

  • ·Green List Tier 1: registered nurses, GPs, medical specialists, and civil engineers qualify for Straight-to-Residence with an accredited employer job offer
  • ·Green List Tier 2: secondary teachers (maths, science), many trades and technician roles, and some allied-health occupations; Work-to-Residence after 24 months
  • ·Skilled Migrant Category (SMC): points-based residence visa; Pakistani degrees and NZ work experience combine well; August 2026 changes introduce new skilled work experience and trades pathways
  • ·Accredited Employer Work Visa (AEWV): 3-year work visa; the typical entry path before SMC or Green List residence

For Pakistani applicants: IELTS 6.5 in each band is a hard floor for SMC residence. There is no progressive scaling: you either clear 6.5 in every section or the application fails on English. NZQA International Qualification Assessment (standard processing 20 working days) is the recommended route for SMC qualification points; Pakistani BSc, BEng, and MBBS qualifications from HEC-recognised universities evaluate cleanly. For nursing: NCNZ registration requires credential verification through CGFNS, followed by an online theory examination and a two-day orientation plus clinical OSCE; most internationally trained nurses complete registration in six to nine months. NCNZ English requirements are IELTS Academic 7.0 for reading, listening, and speaking, and 6.5 for writing (or OET 350 for reading, listening, and speaking, and 300 for writing). For doctors: the Medical Council of New Zealand assesses overseas qualifications; the pathway for Pakistani MBBS holders typically involves the NZREX clinical examination or a comparable specialist pathway. For teachers: TCANZ requires IELTS Academic 7.0 overall with 7.0 in each band; Pakistani BEd holders from HEC-accredited institutions are assessed on a case-by-case basis. AEWV first, then SMC or Green List residence, is the standard sequence.

Common questions

For Pakistani applicants specifically.

  • Does HEC attestation slow down my credential assessment, and how should I time it?

It adds time but it's a manageable step. For WES (Canada), if your institution is HEC-recognised, WES directs you to send documents through HEC's official dispatch service rather than directly from your university. In-person processing in Islamabad takes around two to three weeks; the online portal route can stretch to six weeks. WES then takes 35 business days once it receives the documents. For ACS (Australia), HEC-verified transcripts are required by assessors but are no longer mandatory at initial submission as of August 2023. You may be asked for them during review, so have them ready. VETASSESS also dropped the mandatory upfront HEC requirement in August 2023. Budget ten to fourteen weeks for the full WES chain, and start it in parallel with other preparation steps rather than sequentially.

  • My degree is from a PEC-accredited university. Does the Washington Accord mean Engineers Australia accepts it automatically?

Not automatically, and this is a common misunderstanding. Pakistan became a full Washington Accord signatory in 2017, which means PEC-accredited programmes have the potential for expedited assessment, but only if your specific programme and graduation year are confirmed through the International Engineering Alliance (IEA) checker tool. Most Pakistani engineering graduates still proceed through the Competency Demonstration Report (CDR) pathway at Engineers Australia, which assesses your knowledge, skills, and competency against Engineers Australia's standards. Check the IEA checker first. If your programme qualifies, the assessment is faster; if not, the CDR pathway applies and standard processing is around 15 weeks. Further cooperation between PEC and Engineers Australia was announced in late 2025, so check the Engineers Australia accreditation list for current updates before you apply.

  • Will my English-medium Pakistani university education exempt me from IELTS?

No. Despite English being an official language in Pakistan and many universities delivering instruction in English, none of Australia, Canada, or New Zealand grants Pakistani passport holders an automatic English-test exemption for visa purposes. DHA (Australia), IRCC (Canada), and Immigration NZ all require a current result from an accepted test: IELTS (Academic or General Training depending on the stream), PTE Academic, OET (for healthcare), TOEFL iBT, or CELPIP. For Australian skilled migration, Competent English is the minimum (IELTS 6.0 each band); Proficient (7.0) and Superior (8.0) each earn additional points. Most Pakistani professionals from English-medium university backgrounds achieve Proficient on the first attempt.

  • How do I obtain a police clearance certificate for Australian, Canadian, and New Zealand applications?

Police Character Certificates in Pakistan are issued by provincial police authorities, not by NADRA or a central federal body. Punjab applicants can apply through the Police Khidmat Markaz facilitation offices, available in all 36 districts including Lahore, Faisalabad, and Rawalpindi. Khyber Pakhtunkhwa requires an in-person visit to the Senior Superintendent of Police office. For immigration purposes, MOFA attestation of the certificate is generally required after provincial issuance. The certificate is typically valid for six months from issue, so coordinate timing carefully with your visa submission date. Canada's IRCC publishes country-specific instructions for Pakistan (available at canada.ca/immigration) that reference these provincial procedures. If you've lived outside Pakistan for 12 or more months in the last ten years, you'll also need clearances from each of those countries.

  • What is the realistic pathway for a Pakistani nurse to reach New Zealand registration?

The standard sequence is: (1) credential verification through CGFNS, which verifies your nursing education and licensure against NCNZ requirements; (2) application to NCNZ (NZD 485 fee as of 2025, verify the current fee at nursingcouncil.org.nz), including English evidence (IELTS Academic 7.0 for reading, listening, and speaking; 6.5 for writing, or OET 350/350/350 reading/listening/speaking and 300 for writing); (3) an online theory examination and a two-day orientation plus clinical OSCE at an approved New Zealand venue; and (4) grant of registration and a practising certificate. The full process from credential submission to registration typically runs six to nine months. Registered nurses sit in Green List Tier 1, meaning a job offer from a New Zealand accredited employer enables a Straight-to-Residence application without serving time on a work visa first. Many New Zealand District Health Boards recruit internationally trained nurses directly, and a confirmed employer simplifies the AEWV or residence application considerably.
